Elite Fleet invites

A slight update to the elite fleet rules.

In order to gain entry to an elite fleet, you must achieve the required DPS level for each fleet and the required MRP level. You now must also have averaged out the required DPS over a minimum of 20 events. This is because some people were effectively doing 1 event, getting a really high score which gave them a high average, but an average of 1 is not a real average.
